The European Commission has decided to allocate an additional €3 billion to aid Member States in implementing the Pact on Migration and Asylum and in hosting refugees from Ukraine. This decision was announced by President von der Leyen during a press conference with Chancellor Merz.
The new funding is sourced from a revision of the current Multiannual Financial Framework, contributing €1.8 billion, and a top-up to the Asylum Migration and Integration Fund (AMIF) and Border Management and Visa Instrument (BMVI), adding another €1.2 billion. This financial boost supplements nearly €11 billion already designated for migration and border management under AMIF and BMVI for 2025-2027, along with €450 million allocated since 2022 to support Member States hosting Ukrainian refugees.
Member States will have access to this additional financial support until the end of 2027 for both implementing the Pact through AMIF and BMVI, as well as accommodating individuals fleeing Russia’s conflict with Ukraine via AMIF. Allocation of funds will be based on specific eligibility criteria, requiring Member States to update their national programs by the end of 2025 to integrate this new funding.
The Commission is actively engaging with Member States to provide necessary assistance during this process.
