Commission approves €240 million payment for Ireland under NextGenerationEU recovery plan

The European Commission has given a positive assessment to Ireland’s third payment request under the Recovery and Resilience Facility (RRF), part of the NextGenerationEU initiative. The request, submitted by Ireland on August 11, 2025, amounts to €240 million.

According to the Commission, Ireland has completed all 14 milestones and targets required for this instalment as outlined in the Council Implementing Decision. The reforms and investments covered by this payment are aimed at areas such as energy efficiency, sustainable transport, carbon taxation, e-health, public administration, higher education, healthcare, and aggressive tax planning.

Key measures highlighted include a healthcare project that enabled over 430,000 people with long-term health conditions like cardiovascular disease to undergo reviews under a special programme. These reviews helped patients and doctors monitor these conditions and determine appropriate care strategies. Another investment supports staff members and students at Ireland’s five Technological Universities in training and upskilling activities related to digital services and regional development.

Ireland has also introduced legislation designed to prevent double non-taxation for outbound payments directed toward jurisdictions listed by the EU as non-cooperative or those with no or zero tax rates.

“Ireland has introduced legislation to prevent double non-taxation applying to outbound payments towards jurisdictions on the EU list of non-cooperative jurisdictions, no-tax, and zero-tax jurisdictions,” according to the statement from the Commission.

The next step involves review by the Economic and Financial Committee (EFC), which will provide its opinion within four weeks. Once this is complete, the Commission can formally approve disbursement of funds to Ireland.

Ireland’s recovery plan is financed through €1.15 billion in grants from the RRF. Additional information about supported projects can be found via an interactive map online.
