The European Court of Auditors (ECA) is set to hold a conference on June 30 to discuss European defence policy with policymakers and experts. This event follows the release of the ECA’s special report on EU military mobility in February and the European Commission’s white paper for European defence in March. The conference aims to explore new challenges and opportunities in strengthening the EU’s industrial defence readiness, financing, auditing, and parliamentary scrutiny.
The discussions will address the current geopolitical context and how the EU plans to enhance its defence capabilities. Recent changes in funding for defence will be highlighted, alongside new initiatives like the European Defence Industry Reinforcement through Common Procurement Act (EDIRPA), the European Defence Industrial Development Programme (EDIDP), the European Defence Industry Programme (EDIP), and Security Action for Europe (SAFE).
A key objective is to share insights into implementing new instruments, discussing accountability arrangements, and addressing challenges related to auditing these tools. The conference will also focus on parliamentary oversight of defence policy at both EU and national levels, as well as NATO’s experience with oversight.
Participants will hear from representatives of the Commission, NATO experts, member states, and national audit offices. This platform aims to foster dialogue on enhancing transparency and effectiveness in Europe’s defence strategies.
Recent ECA publications include Special Report 04/2025 titled “EU military mobility – Full speed not reached due to design weaknesses and obstacles en route,” Special Report 10/2023 on “The Preparatory Action on Defence Research,” Opinion 02/2024 concerning a proposal for establishing the European Defence Industry Programme (EDIP), and Review 09/2019 titled “European defence.” Additionally, there is reference to the European Commission’s “White Paper for European Defence – Readiness 2030.”
