EU Commission outlines key economic measures in Spring Package

On June 4, 2025, Executive Vice-President Roxana Mînzatu and Commissioner Valdis Dombrovskis presented the European Semester Spring Package, outlining economic and social policy measures for EU Member States. Mînzatu emphasized the importance of the Social Convergence Framework in addressing structural concerns like social inclusion, education, and poverty. “Tackling these issues is crucial for EU stability and social cohesion,” she stated.

Mînzatu highlighted that six months prior, ten Member States were identified for further analysis due to potential challenges. Greece, Italy, and Romania require additional efforts to ensure convergence. “This is not about naming and shaming,” Mînzatu noted, emphasizing support for these countries.

Despite a strong labor market with projected unemployment at a historic low of 5.7% next year, persistent challenges remain. Issues such as skills gaps, low adult participation in training, weak education outcomes, and high poverty levels persist. Recommendations on skills have been addressed to every country.

Dombrovskis focused on competitiveness and security as key priorities. He stressed the need for coordinated economic policies through the Competitiveness Compass to enhance Europe’s global standing. The package includes recommendations for simplifying processes, increasing R&D investment, addressing labor shortages, strengthening energy infrastructure, and phasing out fossil fuel subsidies.

The Recovery and Resilience Facility was also discussed as it nears its final stage before the August 2026 deadline. Dombrovskis urged Member States to step up implementation efforts.

Security remains a priority with initiatives like ReArm Europe/Readiness 2030 encouraging significant investment in defense. The national escape clause under the Stability and Growth Pact has been activated by 16 Member States to facilitate increased defense spending.

In fiscal matters, compliance with net expenditure growth recommendations varies among Member States. Austria faces an Excessive Deficit Procedure (EDP) due to non-compliance with deficit criteria.

Macroeconomic imbalances have eased in several states; however, risks persist amid uncertainties. Germany’s large current account surplus progress was recognized by de-escalating its status to ‘no imbalances.’ Cyprus saw similar recognition regarding external debt vulnerabilities.

Bulgaria’s eligibility for euro area membership marks a historic milestone following its Schengen area entry earlier this year. “Today’s report is a historic moment for Bulgaria,” said Dombrovskis as Bulgaria prepares for euro adoption by early 2026.

Overall themes of competitiveness alongside resilience were underscored given current geopolitical tensions where Europe remains a bastion of stability according to Dombrovskis: “In this uncertain geopolitical environment…that place is Europe.”
