EU-Italy summit outlines strategic investment plans for Africa

The European Commission President, Ursula von der Leyen, and the President of the Council of Ministers of Italy, Giorgia Meloni, recently co-chaired an event titled ‘The Mattei Plan for Africa and Global Gateway: A common effort with the African Continent’ in Rome. This high-level meeting included participation from African authorities from Angola, Democratic Republic of Congo, Tanzania, and Zambia, along with representatives from international financial institutions such as the International Monetary Fund, World Bank Group, African Development Bank, and Africa Finance Corporation.

Both the European Commission and Italy reaffirmed their strategic partnership under the EU’s Global Gateway strategy and the Mattei Plan for Africa. They aim to work together with Africa towards sustainable growth and mutually beneficial cooperation. A key focus is on mobilizing investments along strategic economic corridors like the Lobito Corridor—a transformative regional project that includes railway development to connect Southern Africa’s resource-rich regions to global markets.

A Memorandum of Understanding involving Angola, Zambia, Democratic Republic of Congo, EU, United States, Italy, African Development Bank, and Africa Finance Corporation was signed to position this corridor as a vector for sustainable development. The leaders expressed intentions to boost investments across sectors such as transport infrastructure and energy systems while promoting inclusive regional integration.

The meeting highlighted alignment between the Global Gateway and Mattei Plan. It stressed a Team Europe approach alongside international financial institutions like African Development Bank. Private sector involvement was recognized as crucial for advancing projects like Lobito through climate-aligned investments.

A new initiative under these plans aims to strengthen East Africa’s coffee sector through Italian private sector engagement. Supported by UNIDO and Cassa Depositi e Prestiti among others, this will use financial tools to enhance local community resilience. Additionally, a €109 million guarantee will support agrifood system development under the TERRA initiative.

On digital advancements fronting efforts include enhancing connectivity via Blue Raman submarine Cable—co-funded by European Commission (€37 million) with support from Sparkle—to foster technological convergence between Europe-Africa-India regions through key research networks like GEANT (Europe) & UbuntuNet Alliance (Africa).

Further agreements were reached concerning renewable energy infrastructure in Sub-Saharan Africa backed by Cassa Depositi e Prestiti’s RISE program (€137 million). An AI Hub for Sustainable Development launched under Italian G7 Presidency seeks collaboration in AI technologies across continents supported by entities including Microsoft committing resources toward boosting Africa’s digital capacity within frameworks established during summit proceedings culminating into review at upcoming Global Gateway Forum scheduled October 2025 Brussels.
