The European Commission has launched a new surveillance tool designed to protect the EU from unexpected and potentially disruptive increases in imports. This initiative aims to prevent trade diversion, which occurs when goods that cannot enter other markets due to high tariffs are redirected into the EU. The tool provides fact-based information using customs data, enabling the Commission to quickly identify import surges and take action to protect the EU market.
The Commission is encouraging EU manufacturers, industry associations, and Member States to review import trends on the tool’s website and provide additional market intelligence. This collaboration will help identify specific products at risk from significant import increases.
A task force has been established as part of this initiative, building on EU Commission President Ursula von der Leyen’s efforts to protect EU markets and industries. The group addresses challenges posed by trade diversion amid global trading system turbulence.
The task force provides insights to support decision-making processes within the Commission. It has developed an internal dashboard monitoring all imports into the EU, identifying products with potentially harmful import increases since January 1, 2025. Monitoring results are published online regularly.
Additionally, the Commission is engaging in dialogue with China to track potential trade diversion and address notable developments proactively. This approach aims to safeguard the EU’s economic interests and promote fair competition for European industries.
