Today in Brussels, European Commission President Ursula von der Leyen and European Council President António Costa met with Armenian Prime Minister Nikol Pashinyan to discuss the partnership between the European Union and Armenia. The leaders welcomed Armenia’s reform agenda and expressed support for its sovereignty, territorial integrity, and democratic reforms.
The meeting marked a political agreement on the EU-Armenia New Partnership Agenda. Progress was noted in the visa liberalization process and Armenia’s recent law ‘On the Launch of the process of European integration’.
The EU confirmed its commitment to supporting Armenia through financial and technical assistance. Under the Global Gateway strategy, investments in Armenia are expected to reach EUR 2.5 billion. The EUR 270 million Resilience and Growth Plan announced in April 2024 increased EU funding by 50%, supporting socio-economic reforms, sectoral cooperation, and investments.
The EU also reaffirmed support for Armenia’s Crossroads of Peace initiative to promote regional connectivity. The leaders acknowledged efforts towards stability in the South Caucasus through peace talks with Azerbaijan and normalizing relations with Türkiye.
President von der Leyen and President Costa thanked Armenia for preventing sanctions circumvention. They agreed with Prime Minister Pashinyan to continue collective efforts.
Security cooperation was discussed, including foreign information manipulation, disinformation, and cyber threats. The EU proposed working with Armenia to assess needs and identify priority areas for cooperation. A new EUR 1.5 million envelope was announced to strengthen independent media.
EU leaders welcomed that Armenia will host upcoming significant events such as the European Political Community Summit.
The meeting concluded as an important step in EU-Armenia relations with plans for continued progress at the next EU-Armenia Partnership Council this autumn.
