EU proposes extending temporary protection for Ukrainians until March 2027

Commissioner Brunner addressed the extension of temporary protection for Ukrainians in the European Union, joined by Deputy Prime Minister Chernyshov. “Thank you Oleksiy for making the journey and for your work to support Ukrainians outside Ukraine, together with the EU,” Brunner said.

The conflict initiated by Russia over three years ago has led to continued support from the EU. Temporary protection was initially introduced as a measure of solidarity with those displaced by Russia’s actions. “Today’s set of proposals is another testament to that commitment,” stated Brunner.

Current temporary protection rules are due to expire in March 2026. The proposal aims to extend this period until March 4, 2027, providing legal certainty and reassurance for both EU Member States and Ukrainians. This extension will be supported by additional funding: €4 billion in Home affairs funds supplementing €15 billion already allocated through Cohesion funds.

Brunner emphasized that while temporary protection is intended as a short-term solution, preparations are underway for an eventual return of displaced individuals to Ukraine when conditions allow or when temporary protection concludes. This involves discussions with Member States and Ukrainian authorities about potential transitions to national statuses such as work or student visas.

Acknowledging labor shortages in Ukraine, Brunner noted that some individuals may wish to return sooner. Member States are encouraged to facilitate exploratory visits back home and establish voluntary return programs after temporary protection ends. Exceptions may be made for vulnerable cases and families with children in school.

The uncertainty surrounding jobs, housing, and education remains a concern for returning Ukrainians. Deputy Prime Minister Chernyshov will discuss “Unity Hubs” aimed at supporting these choices, backed by EU funding. A Special Envoy will also be appointed to collaborate on this initiative alongside the Solidarity Platform on Ukraine serving as an operational link at a technical level.
