EU reaches agreement on digital talent pool for recruiting non-EU workers

A political agreement has been reached to establish the EU Talent Pool, a digital platform designed to facilitate the recruitment of third-country nationals for employment in European Union member states. The deal was concluded on Tuesday by negotiators from the Civil Liberties Committee and the Council.

The EU Talent Pool will allow voluntary participation by member states. It aims to match non-EU jobseekers with vacancies in shortage occupations across the EU, as well as roles that contribute to the bloc’s competitiveness. Participation will be free for both jobseekers and employers.

Member states must ensure that all participating employers and intermediaries are lawfully established within a participating country and comply with relevant EU and national laws concerning fair recruitment, working conditions, non-discrimination, and protection against trafficking or adverse treatment. Employers found in breach of these regulations may be suspended or removed from the platform.

Vacancies posted on the platform must include basic information such as employer name, contact details, job description, and location. Additional details like initial pay or descriptions of company operations may also be provided.

Jobseekers can register profiles highlighting their skills and qualifications. The agreement includes provisions for flagging skills developed through EU Talent Partnerships or bilateral arrangements in these profiles. Jobseekers can also indicate their availability to start work or preferred member state. Applicants must meet the age of majority requirements under the laws of their prospective country of employment.

Participating countries have the option to speed up immigration procedures for candidates selected via the platform, but selection does not guarantee a work or residence permit; these remain subject to each country’s immigration process and security checks.

The European Commission plans to promote awareness of the EU Talent Pool through public communication campaigns in cooperation with Union delegations outside the EU.

After negotiations concluded, rapporteur Abir Al-Sahlani (Renew, Sweden) stated: “Today’s agreement on the Talent Pool is a big victory for European companies and our economy. We have now taken another step towards ensuring that our companies do not fall behind because of labour shortages. The Talent Pool legislation is also a tool to create more safe and legal pathways to the EU while ensuring protection for jobseekers against exploitation. Overall, it is a huge step in the right direction and instrumental in framing a more positive discussion on migration: it is not necessarily a negative thing, but can be harnessed to help us regain our competitive edge as a Union.”

The agreement still requires formal approval by both Parliament and Council before implementation.
