European Commission approves preliminary assessment for Croatia’s €835.6 million recovery fund request

The European Commission has given a positive preliminary assessment of Croatia’s sixth payment request for €835.6 million under the Recovery and Resilience Facility, which is part of the NextGenerationEU initiative.

According to the Commission, Croatia has met all 15 milestones and 11 targets required for this payment as outlined in the Council Implementing Decision. The reforms and investments associated with this payment are expected to benefit Croatian citizens and businesses in several areas, including health, anti-corruption efforts, geothermal exploration, hydrogen development, water management, disaster resilience, island energy connections, and energy security.

Additional measures tied to this payment include improvements in the digitalisation of Croatia’s healthcare system through advanced surgical equipment and increased patient capacity. New legislation has also been introduced to improve governance of state-owned enterprises by strengthening internal control systems and establishing professional and independent supervisory boards.

“The Commission has now sent its preliminary assessment of Croatia’s fulfilment of the milestones and targets required for this payment to the Economic and Financial Committee (EFC), which has four weeks to deliver its opinion. The payment to Croatia can take place following the EFC’s opinion, and the adoption of a payment decision by the Commission.”

Croatia’s recovery and resilience plan features a broad range of investment and reform measures. The plan is supported by €10 billion in total funding—€5.8 billion in grants and €4.2 billion in loans.
