European Parliament committee prepares position on revised air passenger rights

Rapporteur Andrey Novakov and other shadow rapporteurs will brief journalists on the revision of EU air passenger rights rules following a vote in the Transport and Tourism Committee on Monday evening. The committee is expected to adopt its negotiation position regarding changes to regulations that govern compensation, assistance, and care for passengers affected by denied boarding, flight cancellations, or delays.

Members of the European Parliament are working to maintain existing travel rights while introducing measures aimed at better supporting stranded passengers. Proposed improvements include clearer rules for cabin baggage and enhanced access to compensation.

The press conference will take place at 17:45 CEST on Monday, October 13, 2025, in the Anna Politkovskaya press conference room at the European Parliament in Brussels. In addition to Novakov (EPP, BG), shadow rapporteurs Mateo Ricci (S&D, IT), Vilis Krištopans (PfE, LV), Kosma Złotowski (ECR, PL), Jan-Christoph Oetjen (Renew, DE), Vincent Marzà Ibáñez (Greens, ES), and Arash Saeidi (The Left, FR) are scheduled to participate.

Media representatives can attend either in person or remotely through the Interactio platform. Remote participants are asked to enter their name and media organization when joining and use headphones with a microphone for optimal sound quality. Interpretation services will be available in English, French, Italian, Spanish, Polish and Bulgarian.

According to background information provided by Parliament officials, a proposal for updated air passenger rights was first introduced by the European Commission in 2013. While Parliament adopted its position on this proposal in 2014, negotiations stalled for more than a decade until June 2025 when EU ministers reached a political agreement among themselves. This development has now allowed negotiations with Parliament to proceed.
