European Parliament delegation participates in COP30 talks in Brazil

A delegation from the European Parliament arrived in Belém, Brazil, today to participate in the COP30 climate change conference. The event aims to accelerate global efforts to address climate change and meet the goals of the Paris Agreement.

The official delegation is led by Lídia Pereira (EPP, Portugal) as chair and Mohammed Chahim (S&D, Netherlands) as vice-chair. Their visit will last from 17 to 21 November. During their stay, Members of the European Parliament (MEPs) are scheduled to engage with ministers, other parliamentarians, civil society representatives, leaders of international climate organizations, and various delegates at the United Nations conference.

Ahead of COP30, on 23 October 2025, the European Parliament adopted its positions for this year’s negotiations. While at COP30, MEPs will participate in meetings and events aimed at reinforcing Europe’s role in global climate action.

A joint press conference featuring delegation chair Lídia Pereira and Climate Action Commissioner Wopke Hoekstra is planned for Wednesday 19 November at 10:30 BRT (14:30 CET). The session will take place in Press Conference Room 1 (Blue Zone) and will be available for live viewing online.

The European Parliament is also co-hosting two side events at the Finnish Pavilion during COP30. On Tuesday 18 November at 15:00 BST, MEPs will join Sari Multala, Finland’s Minister for Climate, Environment and Energy, to discuss “EU climate policy beyond 2030.” On Wednesday 19 November at 17:00 BST, another event titled “Ten years after the Paris Agreement: Raising the collective climate ambition as a driver for sustainable growth and a just transition” will be co-hosted by the Parliament alongside the European Economic and Social Committee.

Delegation chair Lídia Pereira stated: “COP30 is not just another climate summit; it is a moment of truth for all of us. Europe must choose the future it wants to build, and lead with ambition, responsibility, and courage. Caring for the environment is about redefining our shared purpose and proving that growth and decarbonisation can go hand in hand. With practical measures, we can reinforce Europe’s global leadership and demand fair, effective climate action, from adopting the 2035 target to phasing out fossil fuels. COP30 will test our resolve, and Europe must rise to the challenge.”

Mohammed Chahim added: “COP30 in Belém, marking ten years since the Paris Agreement, demands real action, not just words. First, we must finalise an ambitious new collective quantified goal on climate finance (NCQG), while mainstreaming the principle that the polluter must pay through the expansion of robust international carbon markets. Second, we must fully operationalise the global goal on adaptation (GGA), finally resolving the critical challenge of making resilience definitively measurable and accountable. Third, clear, time-bound agreements on the phasing-out of all fossil fuels are non-negotiable for the 1.5°C target. Finally, honouring our host, Brazil, means prioritising nature: we must accelerate efforts to stop deforestation and fully integrate nature-based solutions as essential climate strategies. Delivering on all these interconnected demands is the only way to a secure and equitable future.”

COP30 runs from 10 to 21 November in Belém with discussions focused on limiting global temperature increases to no more than 1.5°C above pre-industrial levels. Countries are expected to present updated national plans—known as nationally determined contributions—and work towards meeting previous financial commitments made during COP29.
