The European Parliament is holding a plenary session on Wednesday, November 26, 2025, with a focus on several key issues.

The day begins with a debate at 9:00 on the proposed Ukraine peace plan and the European Union’s commitment to achieving a just and lasting peace. The discussion will include participation from European Commission President Ursula von der Leyen and Danish Minister for European Affairs Marie Bjerre, representing the Council presidency. A vote on the resolution is scheduled for tomorrow.

At noon, Members of the European Parliament (MEPs) will vote on recommendations aimed at making the internet safer for children and young people. The proposals include potential bans on harmful practices such as addictive design features and gambling-like elements in online games, as well as setting a minimum age of 16 for access to social media platforms. Rapporteur Christel Schaldemose will hold a press conference at 15:00.

Later in the afternoon, MEPs will debate new transparency requirements for interest representation activities by non-EU countries. Commissioner Roxana Mînzatu will participate in this session, which addresses concerns about foreign influence in EU democratic processes. A press conference with rapporteur Adina Vălean is scheduled for 11:00, and the plenary vote on Parliament’s position ahead of negotiations with the Council is set for tomorrow.

MEPs are also set to vote at noon on targeted proposals intended to simplify implementation of the EU deforestation law. These measures include transition periods and improvements to the IT system used for electronic due diligence statements.

From around 14:00, there will be a debate with Commissioner Mînzatu regarding threats to EU airspace and critical infrastructure posed by Russia and Belarus. This follows recent incidents involving smuggling balloons entering Lithuanian airspace from Belarus and sabotage on a railway line in Poland.

The provisional agreement reached last week between Parliament and Council on the EU’s 2026 budget will be put to a final plenary vote at noon. Following approval, the President of the European Parliament will sign the budget into law.

In another debate starting around 16:00, MEPs will assess progress made under the 2021-2030 strategy for disability rights and discuss upcoming challenges with Commissioner Mînzatu. A draft resolution related to this topic will be voted on tomorrow.

Evening debates led by Commissioner Albuquerque will cover human rights situations in several countries. Topics include post-election violence and deteriorating conditions in Tanzania; increasing repression against Baha’i communities in Iran; and rule of law issues in Tunisia.

A topical debate requested by the EPP group will focus on protecting Christian communities and religious minorities in Nigeria and the Middle East, discussing Europe’s responsibility toward these groups.

Among other items scheduled for votes at noon are:

– A resolution concerning EU diplomatic strategy for the Arctic;
– A non-legislative resolution addressing consumer protection against illegal products sold through non-compliant e-commerce platforms;
– Proposals to simplify InvestEU reporting requirements while expanding its financial capacity;
– An objection related to labeling fruit and vegetables originating from Western Sahara.

Live coverage of all proceedings is available via Parliament’s webstreaming site as well as EbS+. Further details about this session can be found through official newsletters or dedicated plenary information resources.
