Parliament has outlined its main objectives ahead of the 30th United Nations Climate Change Conference (COP30), which will be held in Belém, Brazil, from November 10 to 21, 2025. The resolution, prepared by the Committee on the Environment, Climate and Food Safety, was adopted on Thursday by a show of hands.
The resolution calls for COP30 to renew its commitment to keeping global warming below 1.5°C. It emphasizes that the European Union should maintain its role as a leader in international climate negotiations and that emission reductions and climate neutrality must involve all sectors.
According to the adopted text, the EU should continue to pursue ambitious climate policy targets, in line with both EU and international agreements. The resolution highlights the importance of cost-effectiveness, maintaining European economic competitiveness, social inclusion, and strong environmental protection.
Members of Parliament have called on all countries to contribute fairly to climate finance. They stress the need to address debt crises in climate-vulnerable nations and to simplify climate finance procedures for developing countries.
The resolution also repeats the call for the EU to end its dependence on fossil fuels, phase out subsidies related to them, and speed up its transition to renewable energy. It urges the international community to consider more closely how conflicts impact the climate.
A delegation from Parliament, led by Chair Lídia Pereira (EPP, PT) and Vice-Chair Mohammed Chahim (S&D, NL), will attend COP30 from November 17 to 21. The conference will focus on limiting global temperature increases to 1.5°C, presenting new national action plans (nationally determined contributions), and reviewing progress on finance pledges made at COP29.
