The European Parliament has adopted a resolution condemning Russia’s recent actions that threaten the security and infrastructure of EU member states. The resolution, passed on Thursday, criticizes Russia for what it calls “reckless and escalatory actions,” specifically citing violations of the airspace of Poland, Estonia, Latvia, Lithuania, and Romania, as well as deliberate drone incursions targeting critical infrastructure in Denmark, Sweden, and Norway.

MEPs describe these incidents as part of Russia’s “systematic military and hybrid warfare and provocations against the EU” and hold Russia fully responsible for its activities in Polish, Estonian, and Romanian airspaces. The Parliament also considers Russia’s sabotage and hybrid operations to amount to state-sponsored terrorism, even if they do not reach the level of an armed attack.

The resolution urges coordinated and united responses from the EU and its member states. MEPs support initiatives such as the EU drone wall and Eastern Flank Watch while emphasizing comprehensive coverage for all member states facing security threats along both eastern and southern flanks. The resolution encourages any action that allows for “coordinated, united and proportionate action against all violations of their airspace, including shooting down airborne threats.”

The Parliament stresses the need for the EU to demonstrate determination: “The EU must show resolve and signal that any third country attempting to violate member state sovereignty will immediately face retaliation.” It calls on the Council and Commission to increase sanctions on Russia with the aim of weakening its ability to continue military operations in Ukraine. MEPs advocate extending punitive measures to countries enabling Russian actions—specifically Belarus, Iran, North Korea—and call for sanctions on Chinese entities supplying dual-use goods or military items crucial for drone and missile manufacturing.

A call is made for stronger coordination among EU institutions, member states, and NATO structures. MEPs argue for moving toward a genuine European Defence Union by building on frameworks such as the White Paper for European Defence and Readiness 2030. They emphasize adequate funding through current and future financial frameworks and stress improved civil-military airspace coordination as well as equipping police forces with tools to detect and defend against drones at critical infrastructure sites like airports or power plants.

In light of ongoing conflict in Ukraine, the resolution urges increased defense cooperation with Ukraine—especially regarding drone technology—and calls on lawmakers to finalize legislation related to the European Defence Industrial Programme (EDIP). The goal is to use instruments like EDIP and Security Action for Europe (SAFE) to fund support for Ukraine’s efforts in unmanned aerial vehicle warfare.

The resolution was adopted with 469 votes in favor, 97 against, and 38 abstentions.
