On June 9, 2025, President von der Leyen delivered a speech at the opening plenary session of the UN Ocean Conference. In her address, she emphasized the critical state of the ocean and highlighted Europe’s initiatives to protect it.
President von der Leyen stated, “Together, we have taken many important steps to protect our Ocean. Today, we can celebrate the first results but at the same time, we must step up our efforts. Because the Ocean is still in crisis. Without action, we risk our future.”
She outlined three key actions Europe is taking to address ocean conservation:
Firstly, she referenced France’s hosting of the One Ocean Conference in Brittany three years ago, which contributed to global momentum for the High Seas Treaty. She announced that Europe will contribute EUR 40 million to the Global Ocean programme and urged for swift ratification of the treaty: “So, I ask you all today: Please speed up ratification. Because our Ocean needs us to play its part.”
Secondly, President von der Leyen introduced Europe’s Digital Twin of the Ocean project and announced a new Ocean Observation Initiative. This initiative aims to enhance understanding of ocean-related issues and position Europe as a leader in ocean science and technology: “I call on all countries here today to join Europe in this mission.”
Lastly, she mentioned that later in the day, Europe would present its first-ever Ocean Pact: “If we all play our part, we can save our ocean.” She quoted Jacques Cousteau: “‘The sea, the great unifier, is man’s only hope.'”
The speech concluded with an appeal for global cooperation to ensure a sustainable future for oceans.
